| EXPRESSION OF INTEREST (EOI) EVALUATION REPORT |

I. EXPRESSION OF INTEREST
1. VK-PC&PIR Special Development Authority (SDA) issued an advertisement published in the Daily News Papers on 26.10.2008 inviting Expression of Interest (EOI) for preparation of Master Plan and Zonal Development Plans for VK-PC&PIR SDA Area as per the procedure laid down in the APUA (D) Act 1975. The last date was 15.11.2008.
2. The invitation is extended to reputed Planners / Planning Organizations and Institutions having excellent track record for preparation of Draft Master Plan, ZDPs fulfilling the following criteria for Short-listing / Pre-qualification.
(a) having Multi-disciplinary team consists of Urban and Regional Planners, Transport Planners, Civil Engineers, Architects, Environment Planners, Conservation Specialists and Social Scientists;
(b) having done the similar exercise of Master Plan preparation for a city of not less than 10 Lakhs population in the recent period not exceeding 5 Years and must have obtained completion certificate;
(c) having experience in Designing and Planning of Large Scale Petro-chemical Industrial Complex with Townships;
(d) having capability in Digitization of Maps in GIS Platform and by satellite imagery with latest technology;
(e) having necessary technical, financial and managerial capabilities; and
(f) to submit necessary documentation.
3. The intending participant party may also associate not more than one agency; and the entire exercise of the preparation of Master Plan / Zonal Development Plans of VK-PC&PIR SDA area to be completed within 6 Months.
4. The Advertisement also stipulated that the shortlisted applicants would only be called for presentation of the work plan proposals and submits their Technical and Financial bids.
II. RESPONDENT AGENCIES
In all, 11 (Eleven) Expression of Interests (EOIs) were received, on or before the last date for submission, from the following renowned organisations, hereinafter known as 'Respondent Agencies'.
(1) Spatial Decisions, New Delhi & Voyants Solutions Pvt. Ltd., Gurgaon.
(2) Aarvee Associates, Hyderabad.
(3) L&T Ramboll Consulting Engineers Ltd., Chennai & School of Architecture & Planning, Anna University, Chennai.
(4) Consulting Engineering Services (India) Private Ltd, New Delhi.
(5) Mott MacDonald, Chennai.
(6) DMG Consulting Pvt. Ltd., Noida.
(7) Feedback Ventures Pvt. Ltd., Bangalore & Infotech Enterprises Ltd., Hyderabad.
(8) LEA Associates South Asia Pvt. Ltd.,Bangalore & LEA International Ltd., New Delhi, (H.O.Canada).
(9) Groupe SCE India Pvt. Ltd., Bangalore.
(10) Sai Consulting Engineers Pvt. Ltd., Ahmedabad & SPIN Systems Pvt. Ltd., Ahmedabad.
(11) STUP Consultants P. Ltd., Bangalore.
III. Evaluation of EOIs & WAY FORWARD
(a) Basing on the EOIs received from the 'Respondent Agencies' and after a detailed Evaluation of their Documentation, it was concluded that the information furnished by all 'Respondent Agencies' is insufficient for the proper Evaluation of their Proposals and most of their submissions are irrelevant for the preparation of Master Plan and Zonal Development Plans for VK-PC&PIR SDA Area.
(b) However VK-PC&PIR SDA decided to shortlist all the 'Respondent Agencies' at this preliminary stage of Evaluation and preparing to issue an RFP Document to all the 'Respondent Agencies'
(c) An RFP (Request for Proposal) Document consisting of Technical Pre-qualification Criteria (Cover-1) along with Techno-Commercial (Business) Proposal Presentation and Financial Proposal (Cover-2) shall be issued to all the Agencies, and ask them to submit the same, duly fulfilling the required Documentation along with submission of relevant information.
(d) Their Business Proposal Presentation can be Evaluated by an expert Panel of Jury, which shall be constituted with specific purpose by SDA by drawing Specialists from the relevant sectors such as Urban & Regional Planners, Transport Planners, Civil Engineers, Architects, Environment Planners, Conservation Specialists, Social Scientists and Legal Advisors.
(e) After passing through the Technical Pre-qualification and Techno-commercial Presentation, the Financial Proposals of only Short-listed Bidders will be opened for further Evaluation.
VK-PC&PIR SDA will get in touch with all the 'Respondent Agencies' for issuing the RFP Document at an early date with the relevant 'Technical Pre-qualification Criteria'. |

The Government of Andhra Pradesh vide GO.Ms.No:373, MA&UD (H-1) Dept Dated 24-5-2008 constituted VK-PCPIR SDA under section 3 of A.P Urban Areas (Development) Act, 1975.
In the reference cited, Expression of Interest (EOI) for preparation of draft Master Plan / Zonal Development Plans for VK PCPIR SDA have been called from reputed Planners / Planning Consultants with last date on 15-11-2008.
Due to the administrative reasons, the last date for receipt of Expression of Interest (EOI has been extended upto 25-11-2008.
Under sections 6,7 of A.P Urban Areas (Development) Act 1975, the VK-PCPIR SDA has to prepare Master Plan and ZDPs as per the procedure detailed in the A.P.U.A (D) Act, 1975. |

The Government
of Andhra Pradesh vide GO.Ms.No: 373, MA&UD (H-1) Dept Dated
24-5-2008 constituted VK-PCPIR SDA under section 3 of A.P
Urban Areas (Development) Act, 1975.
The main objective of VK-PCPIR SDA is to promote developmental
activities to attract investments relating to Petroleum,
Chemical and Petro-chemicals and to address the concomitant
issues of land use control, preparation of Master Plan,
enforcement and regulatory functions besides promoting and
improving circulation in surrounding areas and various other
activities like developing the social infrastructure, housing,
improving the quality of life, environment issues on account
of large scale investments in Petroleum, Chemical and Petro-chemical
activities.
The VK-PCPIR SDA covers an area of 603.58 Sq.Kms stretching
from Visakhapatnam - Kakinada consisting of 110 Rural villages
in 10 Mandals of Visakhapatnam and East Godavari districts.
Under sections 6,7 of A.P Urban Areas (Development) Act 1975,
the VK-PCPIR SDA has to prepare Master Plan and ZDPs as per
the procedure detailed in the A.P.U.A (D) Act, 1975. |

The VK-PCPIR SDA
invites EOI for short-listing from reputed Planners/Planning
organizations and Institutions having excellent track record
for preparation of draft Master Plan, ZDPs and those who have
fulfilled the following requirements. |
|
a. The
consultant should have multi disciplinary team consists of
urban and regional planners, transport planners, Architects,
Environment Planners & Engineers, Civil Engineers, Urban
Public Finance & Urban Management specialists, Urban Water
Supply and Conservation specialist and Social scientists.
b. They should have done the similar exercise of Master Plan
preparation for a city of not less than 10 lakhs population in
the recent period not exceeding 5 years and must have obtained
completion certificate.
c. They should have an experience in designing and Planning of
large scale Petro-chemical industrial complex with townships.
d. They should have the capability in Digitization of maps in
GIS platform and by Satellite imagery system with latest
Technology.
e. The firms are also permitted for joint venture but cannot
be associated with more than one Agency.
f. The entire exercise of preparation of Master Plan/Zonal
Plan of areas shall be completed within 6 months from the date
of entrustment. |

The VK-PCPIR SDA intends to prequalify the Planners/Planning
Organizations in preparation of the draft Master Plan, ZDP.
The VK-PCPIR SDA expects the Planners/Planning organization to
have the necessary technical, financial and managerial
requirements for undertaking the preparation of draft Master
Plan. The applicants with excellent track record will be
considered for short-listings. The applicants are required to
submit all relevant documents in support of their claim of
experience apart from technical, financial and other relevant
capabilities as per the requirements of the project.
Details such as place of registration, organization structure
and the personnel/experts/ consultants to be deployed shall be
furnished.
The short-listed applicants will only be called for the
presentation of their work plan proposals and quote their
Technical and financial bids.
Interested Planners/Planning Organization having experience
may submit the EOI with supporting documents in five sets to
the " Vice-Chairman, VKPCPIR SDA, O/o the VK-PCPIR SDA, 3rd
Floor, Udyog Bhavan Complex, Siripuram, Visakhapatnam-530 003
" on or before dt. 15-11-2005.
The VK-PCPIR SDA Board reserves the right to reject any or all
proposals submitted in response to this Expression Of Interest
at any stage without assigning any reason whatsoever. |
