1.
Applications for allotment of plots / houses / flats shall be made to the VUDA in the form
prescribed and to be had from the VUDA Office on payment of the required fee.
2. The application should be in the form prescribed along with the required deposit amount
by Demand Draft drawn in favour of Vice - Chairman, Urban Development Authority,
Visakhapatnam and other required certificates and affidavit etc. Last date for receipt of
application is _________________The applications received beyond the date specified will
be summarily rejected.

a. The plot / house / flat shall be allotted to a person not owning a site/ house / flat
on his name or in the name of his wife / husband or his her dependent children in the
Urban Agglomeration of Visakhapatnam or in any town in the country having a population of
more than 50,000 as per (1981 census).
b. The person owning a house or plot / flat in any town in the country having more than
50,000 population, if he could prove that he resides for a period of over five years in
the Visakhapatnam Development Area and does not own plot or house/ flat and has permanent
occupation or business within the Visakhapatnam Development Area is eligible to apply for
allotment of a developed plot / house / flat.
c. Minor or dependent children are not entitled for allotment of site/ house / flat.
d. Either wife or the husband can only apply for allotment (only one is eligible in the
family).
4. The categories of persons will be classified according to their monthly income as shown
hereunder :

N.B.
The applicants of plots under the Higher Category can apply for immediate lower Category,
but they will be charged with rates of the category to which they originally belong.
5. Deposits for regular allotment : Every applicant should pay the E.M.D a sum of Rs.
2,000/- for L.I.G Rs. 3,000/- for M.I.G ad Rs. 5,000/- for H.I.G along with the
application form by Demand Draft drawn in favour of Vice-Chairman, VUDA. The allotment of
plots / houses / flats will be done by the drawing of lots. The following principles will
be observed, while making allotment of sites / houses / flats by drawing of lots among the
eligible applicants.

II. Allotment Conditions :
a. LIG: 15% of the sites / houses / flats offered for sale shall be reserved for Defence
and Border Security Force personnel and allotted in the following order of priority namely
:
i.
Widows or other dependents of Defence and Border Security Force personnel who have been
killed in action.
ii. Disabled service and Border Security Force Personnel, who are invalid and out of
service.
iii. Ex - Service personnel
iv. Serving personnel |
b. 18% of the sites
/ houses / flats offered for sale shall be reserved and allotted among the applicants as
follows :
i. Scheduled Castes
-------- 14%
ii. Scheduled Tribes -------
4% |
c. 15% of the sites / houses / flats offered for sale shall be reserved and allotted to
the applicants of Backward Classes.
d. 20% of the sites / houses / flats offered for sale shall be reserved and allotted among
State Government servants and those of the retired State Government servants, who have
retired on or after the 1st April, 1978 including the employees of Public institutions
under the control of the State Government in the following order of priority, namely.
i.
Retired A.P. Government servants and Public institution employees who have retired on or
after the 1st April, 1978.
ii. A. P. Government servants and Public institution employees. |
e. 5% of sites /
houses / flats offered for sale shall be reserved and allotted to the members of the
Andhra Pradesh State Legislature.
f. Remaining 27% of sites / houses / flats shall be allotted among the remaining
applications.
Middle Income Group Category :
a. 15% of sites / houses / flats offered for sale shall be reserved for Defence Personnel
and allotted in the following order of priority, namely.
i.
Widows or other dependents of Defence personnel who have been killed in action.
ii. Disabled Service Personnel, who are invalid and out of service.
iii. Ex-Service Personnel and
iv. Service Personnel |
b. 18% of sites /
houses / flats offered for sale shall be reserved and allotted among the applicants as
follows, namely :
i. Scheduled Castes

ii. Scheduled Tribes ----- 4% |
c. 2% of the sites
/ houses / flats offered for sale shall be reserved and allotted to the applicants
belonging to the Backward Classes.
d. 10% of the sites / houses / flats offered for sale shall be reserved and allotted among
State Government servants and such of the retired Government servants, who have retired on
or after the 1st April, 1978 including employees of Quasi Government, local Bodies and
other Public institutions in the following order of priority namely :
i. A. P.
Retired Government servants and Public Institutions employees, who have retired on or
after 01-04-1978.
ii. A.P. Government servants and Public Institutions employees. |
e. 5% of the sites / houses / flats offered for sale shall be reserved and allotted to the
members of the Andhra Pradesh State Legislature.
f. Remaining 50% of sites / houses / flats shall be allotted among the remaining
applicants.
Higher income group category :
A. 10% of sites / houses / flats shall be reserved for the non-resident Indians under HIG
category who like to setup any Industry / Business in Visakhapatnam town. They should pay
cost of land in foreign exchange only and their applications should be sent through
managing Director, ANRICH, Parishrama Bhavan, Basheer Bagh, Hyderabad.
B. 5% of the sites / houses / flats offered for the sale shall be reserved for Defence
personnel and allotted in the following order of priority mainly /
i.
Widows or other dependents of Defence personnel, to have been killed in action.
ii. Disabled services personnel who are invalid and out of service.
iii. Ex-service personnel
iv. Service Personnel |
c. 10% of sites /
houses / flats offered for sale shall be reserved and allotted among the applicants as
follows :
i.
Scheduled Castes -------------- 6%
ii. Scheduled Tribes 4% |
d. Remaining 75% of
sites / houses / flats shall be allotted among the remaining applicants. The lots will be
drawn separately for each of the social and professional groups and for such no. of sites
/ houses / flats set apart for each group.
6. The VUDA sites / houses / flats as they are and where they are and no demand for
leveling, filling, repair, modification, etc., will be entertained from any allottees.
7. The cost of houses / sites fixed at the time of allotment by VUDA takes in account the
cost of Land as at the time, the estimated cost of construction and the estimated
administrative expenses existing at that time. The applicant may be informed that the cost
of plot / house may undergo an escalation due to factors beyond control of VUDA such as
a.
Enhancement in the compensation payable for the land due to civil courts orders.
b. Enhancement in the cost of development of land that is laying of roads, providing of
water supply, Electrication, development of Parks etc.,
c. Enhancement in cost of construction of houses due to increase in the price of
materials, increase in the standard scheduled of rates fixed by the Government from year
to year, unavoidable tender excess as finally approved.
d. Unforeseen factors such as increase in fuel costs, increase in administrative expenses
due to increase in the scales of pay or other benefits payable to employees.
e. Increase in any other items of expenditure which are beyond control of VUDA. The
allotee shall pay the amount as finally fixed after taking into all the above factors
which will be informed to the allottees as and when any escalation arises. |
8. In case the
balance amount has to be recovered in annual installments from the allottees overhead
charges and other charges if any will be collected from the allottees.
9. Penal interest at 18% per annum on all over due payments / installments, shall be
payable by the allottees.
10. The final fixation of the price will be done after acquisition proceedings through
process of law become final and after the developments are completed. Allottees have to
pay the difference of tentative cost and final sale price in fixation of final cost on
intimation within the time stipulated, failing which penal conditions will strictly be
enforced.
11. The price for plot / house / flat allotted of soldfor sale is payable as follows :
a. Full
value of the final sale price fixed or tentatively fixed in the case of acquisition
through court of Law not becoming final or the development of area not having completed
shall be paid to VUDA within 30 days of communication of the allotments of site/ houses /
flat on conformation of sale or as per conditions of installments. |
12. The sale deed
for the plot / house / flat allotted or sold shall be executed within three months after
the full payment of the price as finally fixed and paid to the VUDA.
13. The plot / house / flat allotted shall not be sub-divided.
14. The allotment of house / site/ flat shall be cancelled :
i. If
the allottee refuses the allotment within 30 days of receipt of allotment notice, 15% of
the registration fee will be forfeited.
ii. If the allottee fails to pay the cost within 30 days the entire registration fee will
be forfeited.
iii. If the allottee fails to execute registered agreement within 30 days of receipt of
allotment notice or within such further time as may be allowed by VUDA in its discretion,
the entire registration fee will be forfeited.
iv. If the allottee surrenders the plot the entire registration fee and 10% of the amount
till then paid towards land cost will be forfeited.
v. If they allottee fails to the amount due for the plot with penal interest within the
time allowed, the entire registration fee and 50% of the amount till then paid towards
land cost, will be forfeited.
vi. If the allottee fails to commence construction of the building in that plot allotted
within 6 months of allotment and complete construction of the building within a period of
2 years or within such further time as may be allowed in its discretion, entire
registration fee and 50% of the amount till then paid towards land cost and the charges
for execution of unilateral cancellation deed will be forfeited. |
15.
I. If the allottee surrenders the house for non-payment of installments (only in case of
he / she is upto date in payments and no arrears), the total installments he has to pay
will be taken into account and the interest portion of such installments + normal interest
and other incidental charges will be added and deducted from the initial amount paid and
the balance from the initial amount, will be returned with 10% forfeiture along with
forfeiture of full deposit.
II. Where the allottee surrenders they house for falling in heavy arrears or allotment
cancelled by VUDA for non-payment of installments and for violation of conditions.
Same procedure as suggested at (I) above but with 50% forfeiture from the balance amount
of the initial deposit + entire deposit.
16. In case the allotee pays the full amount of arrears , penal interest etc.. after the
cancellation and in such a case he will have to pay the deposit amount taking it as a
fresh allotment.
17. If an any time it is found the information given by the applicant in his / her
application etc, is found incorrect the VUDA will cancel the allotment, resume possession
of the site / house / flat, forfeit the entire registration fee and 50% of the amount till
then paid shall be forfeited as for the procedure laid down in 14(v)or 15(ii) as the case
may be .
18. No interest is payable on the amounts paid or deposited with VUDA.
19.The allottee of the site / house / flat shall not sell or otherwise dispose of the site
/ building /flat, he / she may construct before the execution of sale deed in his / her
favour. The breach of this condition will entail the cancellation of the allotment of the
site/ house / flat and forfeiture of the amount till then paid, and the purchaser shall be
treated as a trespasser on the site/ house / flat. However the allottee can mortgage the
site and the buildings to his employer and any financing society for the granting of loans
for the construction of buildings. Similarly the allottee of houses / flat can mortgage
the site / house / flat to his / her employer are any financing agency for granting for
loan towards cost of site / house / flat payable to VUDA.
20. The allottee or the purchaser of plot / house / flat shall be bound any conditions of
the VUDA or State Government or Central Government which may impose from time to time to
enforce the land acquisition and development scheme, sponsored by the Government of India.
